What is ATR?

ATR is a grant program funded by the Substance Abuse and Mental Health Services Administration that provides vouchers to clients for the purchase of substance abuse clinical treatment and recovery support services. Goals of the program are to expand capacity, support client choice, and increase the array of faith-based and community-based providers for clinical treatment and recovery support services. In Northeast Oklahoma, the grant was received by the Cherokee Nation and is managed by the Behavioral Health Department.

What group is the focus of the ATR Initiative?

Native Americans residing within the 22 county grant service area (Cherokee Nation, Creek Nation, and Osage Nation Tribal Jurisdictional Area); who are currently eligible for health care from the Indian Health Service; assessed as having a diagnosed Substance Abuse Disorder; and, demonstrate a Willingness to participate in the entire ATR program.

 

What services are available through the grant?

Outpatient, day treatment, mentoring, job/life skills training, and many other services are available through the grant. Also available through the grant are one-time payments, which may be used to fund clothing, rent, utilities, etc.

 

How do you refer someone to the ATR program?   

Individuals should first be screened at their regular clinic. Then they are referred to an approved Assessment Site. An Assessment Site is where the assessment process for potential clients is done. Based on the assessment results, the Central Office will determines eligibility, level of care, and funding sources for clients with substance abuse or recovery support needs.

 

Where are the Assessment Sites located?

There are four (4) Sites in Cherokee Nation: Claremore, Tahlequah, Pryor, and Sallisaw. There is a Site located in the Creek Nation, Osage Nation and the Indian Health Resource Center in Tulsa. Call 1-866-232-0424 for the location nearest you.

How can my agency/organization become a provider?

Applications are being accepted by the Behavioral Health Department for agencies interested in becoming Clinical & Recovery Support Service Providers. Please see  Provider Application for more information.
